For more than half a century, Americans have trusted three numbers to mean one thing: someone will know, someone will answer, someone will come. Most of the time, they do. But sometimes an emergency call never reaches the people who could send help.

America's Invisible Emergencies

No dispatcher answers. No ambulance is sent. No police officer is notified.

Sometimes there isn’t even a record that the call was attempted. To everyone who could have helped, the emergency never existed.

The 911 Invisible Callers Union exists for one simple reason: No one should ever become invisible because their call for help was never received.

The 911 Invisible Callers Union (911ICU) is a national nonprofit public safety organization dedicated to ensuring that every emergency has the greatest possible opportunity to be heard.

We educate.We research.We advocate.We collaborate.We recognize excellence.

Most importantly, we shine a light on emergencies that otherwise disappear unnoticed. Although remarkable advances have transformed emergency communications over the past fifty years, invisible failures can still occur. When they do, emergency dispatchers have no opportunity to answer because they never knew help had been requested.

Our purpose is not criticism. Our purpose is improvement.

Most Americans have never heard the term Invisible Emergency. Through articles, documentaries, podcasts, presentations, social media, books, videos, and community outreach, we explain how emergency communications work, why invisible calls occur, and how continued innovation can strengthen public safety.

We encourage independent research into emergency communications reliability, collect documented incidents, support academic inquiry, publish technical papers, and work with universities, researchers, and public safety organizations.
