America's Invisible Emergencies

Make no mistake about it, 911 calls can and do fail. It often happens at the worse possible times during disasters and other mass calling events. When this happens nobody ever knows you are in trouble. You are on your own.

The 911 Invisible Callers Union exists for one simple reason: No one should ever become invisible because their call for help was never received.

Who We Are

A national public-safety organization focused on the calls no one sees.

The 911 Invisible Callers Union (911-ICU) is a national public safety initiative dedicated to ensuring that every emergency has the greatest possible opportunity to be heard. 911-ICU works alongside NaSPA to connect public safety needs with experienced technology professionals, standards knowledge, education, and career development.

We educate.We research.We advocate.We collaborate.We recognize excellence.

Most importantly, we shine a light on emergencies that otherwise disappear unnoticed. Although remarkable advances have transformed emergency communications over the past fifty years, invisible failures can still occur. When they do, emergency dispatchers have no opportunity to answer because they never knew help had been requested.

A Broader Community

911-ICU now has an additional resource: the experience of NaSPA professionals.

Our partnership with the Network and Systems Protection Association creates a bridge between public safety and a community of technologists with decades of experience in operating standards, security, networking, telecommunications, disaster recovery, systems engineering, and other disciplines. The purpose is practical: connect knowledge with problems, help professionals build careers, and strengthen the systems communities depend upon.

Next Generation 911 Should Never Have to Start From Scratch.

911-ICU has curated 99 articles from four decades of NaSPA technical publishing for their continuing relevance to disaster recovery, operating standards, security, reliability, telecommunications, capacity, incident management, training, and other disciplines that support mission critical systems.

The technology may have changed. Many of the lessons have not.

Our Mission

Making Invisible Emergencies Visible™

Every great public safety advancement began with one simple question: Can we do better?

01

Public Education

Most Americans have never heard the term Invisible Emergency. Through articles, documentaries, podcasts, presentations, social media, books, videos, and community outreach, we explain how emergency communications work, why invisible calls occur, and how continued innovation can strengthen public safety.

Knowledge saves lives.
02

Independent Research

We encourage independent research into emergency communications reliability, collect documented incidents, support academic inquiry, publish technical papers, and work with universities, researchers, and public safety organizations.

The better we understand the problem, the better we can solve it.
03

Innovation

We support practical ideas from government, academia, telecommunications providers, entrepreneurs, emergency responders, and researchers. Innovations that improve reliability deserve to be explored.

Lives are too important for innovation to have boundaries.
04

Public Policy

We seek to become a trusted educational resource for legislators, regulators, emergency communications authorities, and government agencies by providing balanced, objective information regarding invisible emergency calls and opportunities for improvement.

Our goal is education. Not politics.
05

Collaboration & Recognition

Dispatchers, police, fire, EMS, telecommunications providers, equipment manufacturers, software developers, emergency managers, researchers, government agencies, veterans organizations, educators, and citizens all have a role. We also celebrate excellence in emergency communications.

Heroes deserve recognition.

Why This Matters

Will You Know About 911 Issues Before Channel 4?

Three numbers. One promise. Parents teach children to dial it. Schools reinforce it. Communities depend upon it. Emergency responders dedicate their lives to honoring it.

But what happens when the promise cannot be kept because no one ever knew help was requested?
